A consultant is a universal observer who can look at a problem outside the environment in which the problem came to be, thereby creating a solution that was never possible before.  Fernando Flores

Plow Installation of Utilities DSC
---on behalf of contractor---

Contractor received RFP for plow (see schematic below) installation of a length of conduit that could be installed in 90 days.

Contract permits that were to be provided by the designer were not available at the start of the project. Contract plans and sepcifications were deffective. Project manager imposed delays were numerous and extensive.
The project manager denied all delay claims.
A Time-Progress Analysis was prepared to illustrate all delays and the responsible party. Testimony by the project superintendent with the aid of the Time-Progress Analysis conveyed the real story to a set of three arbitrators who awarded the full amount to the contractor.

Engineer/CM was Bankrupted and CONTRACTOR PREVAILED
